{"id":2671,"date":"2026-06-04T16:35:49","date_gmt":"2026-06-05T00:35:49","guid":{"rendered":"https:\/\/hr.uw.edu\/talent\/?page_id=2671"},"modified":"2026-06-08T11:56:27","modified_gmt":"2026-06-08T19:56:27","slug":"extend-and-revise-job-offer-campus-staff","status":"publish","type":"page","link":"https:\/\/v1cypwr8vx2.c.updraftclone.com\/talent\/hiring-process\/workday-recruiting-job-aids\/extend-and-revise-job-offer-campus-staff\/","title":{"rendered":"Extend and Revise Job Offer &#8211; Campus Staff"},"content":{"rendered":"<p><strong>This job aid applies to offers for candidates who are competitively hired using Standard and Evergreen Requisitions.<\/strong> When using a Confidential Job Requisition to hire an applicant into a nonpermanent, intermittent, or professional staff temporary position without a <a href=\"https:\/\/v1cypwr8vx2.c.updraftclone.com\/talent\/hiring-process\/hiring-staff\/staff-hiring-process-overview\/#step-3-begin-recruitment\">competitive recruitment<\/a> follow the <a href=\"https:\/\/v1cypwr8vx2.c.updraftclone.com\/talent\/hiring-process\/workday-recruiting-job-aids\/direct-hire-process-campus-staff\/\">Direct hire process <\/a>guide.<\/p>\n<h4 id=\"overview\">Overview<\/h4>\n<p>The Offer Stage in Workday Recruiting is used for the following activities:<\/p>\n<ul>\n<li>Request UWHR approval for a job offer or for a revised offer amount,<\/li>\n<li>Initiate the <a href=\"https:\/\/v1cypwr8vx2.c.updraftclone.com\/talent\/hiring-process\/background-checks\/sexual-misconduct-disclosure\/\">Sexual Misconduct Disclosure <\/a>process for external candidates,<\/li>\n<li>Update a finalist\u2019s start date,<\/li>\n<li>Indicate a verbal offer was accepted and move the candidate forward in the hiring process,<\/li>\n<li>Document that hiring policy requirements have been met, and<\/li>\n<li>Capture data that will populate a new hire\u2019s employee record.<\/li>\n<\/ul>\n<p class=\"uwhr-toc-top-btn\"><a href=\"#toc\">Return to top<\/a><\/p><h4 id=\"considerations\">Considerations<\/h4>\n<ul>\n<li><strong>Hiring Managers\/Delegates must not extend a verbal offer to a candidate until the proposed amount has received required departmental and UWHR approvals.<\/strong><\/li>\n<li>Offer stage tasks route to all hiring department employees who hold the security roles needed to complete them. To reduce errors and delays, hiring departments should have internal protocols that assign primary and backup authority for completing these activities.<\/li>\n<\/ul>\n<p class=\"uwhr-toc-top-btn\"><a href=\"#toc\">Return to top<\/a><\/p><h4 id=\"initiation\">Initiation<\/h4>\n<p><strong>You must receive approval for the proposed pay rate from your unit-level leadership before initiating the job offer approval process in Workday<\/strong>. You will be required to enter the name(s) of the unit-level approvers and the date of their approval when initiating the offer approval request.<\/p>\n<ul>\n<li>The following security role holders can move candidates to the Offer stage. Department procedures determine who initiates the process.\n<ul>\n<li>Hiring Manager<\/li>\n<li>Hiring Manager Delegate \u2013 Supervisory Org<\/li>\n<li>Hiring Manager Delegate \u2013 Requisition<\/li>\n<li>Recruiting Office Partner (ROP)<\/li>\n<\/ul>\n<\/li>\n<li>For <strong>standard requisitions<\/strong> and <strong>campus-wide candidate banks<\/strong> the Hiring Manager\/Delegate moves a candidate to the Offer stage of Workday Recruiting.<\/li>\n<li>For <strong>evergreen requisitions<\/strong>, Hiring Manager\/Delegates move the candidate to a linked standard requisition before moving the candidate to the Offer Stage.<\/li>\n<li>For <strong>parent requisitions<\/strong>, the Hiring Manager\/Delegate must ask their Recruiting Office Partner to copy the candidate to a child requisition before initiating the offer.<\/li>\n<li>For <strong>non-competitive (\u201cdirect\u201d) hires<\/strong>, Recruiting Office Partners initiate the offer process.<\/li>\n<\/ul>\n<p class=\"uwhr-toc-top-btn\"><a href=\"#toc\">Return to top<\/a><\/p><h4 id=\"step-by-step-procedure-in-workday-recruiting\">Step-by-Step Procedure in Workday Recruiting<\/h4>\n<h5>STEP 1: Move the Candidate to the Offer Stage<\/h5>\n<p><strong>Use the \u201cMove Forward\u201d button on candidate\u2019s job application record to move them to the Offer Stage and the Initial Offer step.<\/strong> If you do not have the option to move the candidate to Offer, contact your Recruiting Office Partner before taking further action.<\/p>\n<p>The \u201cInitial Offer\u201d task will pop-up in the user window. If you close the pop-up window, you can access the task from the candidate grid or your Workday Task Inbox.<\/p>\n<p>Open the \u201cInitial Offer\u201d task to display the \u201cInitiate Offer\u201d screen you\u2019ll complete in Step 2.<\/p>\n<h5>STEP 2: Enter Hire Details<\/h5>\n<p><strong>You will complete the \u201cTarget Hire Date\u201d and \u201cHire Reason\u201d fields on the \u201cInitiate Offer\u201d screen.<\/strong> The remaining fields on the Initiate Offer screen will auto-populate with information from the PN or REQ and should not be edited.<\/p>\n<p style=\"margin-left: 40px\"><strong>Target Hire Date:<\/strong> Select the anticipated hire date. This field can be edited after the verbal offer is extended using the Revised Offer Sub-Process (see below).<\/p>\n<p style=\"margin-left: 40px\"><strong>Hire Reason:<\/strong> Open the \u201cRecruiting\u201d submenu to reveal Hire Reasons available for staff hires. You will receive an Error if you select a non-Recruiting reason.<\/p>\n<p style=\"margin-left: 40px\">Hire Reasons (External Applicants Only, including rehires)<\/p>\n<ul style=\"margin-left: 40px\">\n<li>Recruiting &gt; New Employee<\/li>\n<li>Recruiting &gt; Rehire Former Employee<\/li>\n<li>Recruiting &gt; Rehire from Layoff List (<em>Recruiting Office Partner use only<\/em>)<\/li>\n<\/ul>\n<p style=\"margin-left: 40px\">Job Change Reason (Current Employees)<br \/>\n<em>Hiring departments are prohibited from obtaining an internal finalist\u2019s current pay rate but can derive the <a href=\"https:\/\/employeehelp.workday.uw.edu\/user-guides\/change_job_sc\/\">job change reason<\/a> from the finalist\u2019s job profile. ROPs will update the Job Change Reason if needed.<\/em><\/p>\n<ul style=\"margin-left: 40px\">\n<li>Change Job &gt; Recruiting \u2013 Demotion<\/li>\n<li>Change Job &gt; Recruiting \u2013 Lateral Move<\/li>\n<li>Change Job &gt; Recruiting \u2013 Promotion<\/li>\n<\/ul>\n<p style=\"margin-left: 40px\">Add Additional Employee Job Reason (Current Employees)<\/p>\n<ul style=\"margin-left: 40px;list-style-type: circle\">\n<li>Add Additional Employee Job &gt; Recruiting<\/li>\n<\/ul>\n<p><strong>Select Next<\/strong>, then Review the \u201cTarget Hire Date\u201d and \u201cHire Reason\u201d you entered on the previous screen.<\/p>\n<p><strong>Select Submit when finished<\/strong>, which opens the \u201cInitial Offer\u201d task pop-up window. If you close the pop-up window, you can access the task from the candidate grid or your Workday Task Inbox.<\/p>\n<p>Open the \u201cInitial Offer\u201d task to display the \u201cPropose Compensation Offer\/Employment Agreement\u201d screen completed in Step 3.<\/p>\n<h5>STEP 3: Enter Proposed Job Offer<\/h5>\n<p><strong>The fields you complete on the \u201cPropose Compensation Offer\u201d screen will vary<\/strong> based upon the employment type, compensation plan, and whether the position is regular or nonpermanent\/ temporary.<\/p>\n<p style=\"margin-left: 40px\"><strong>For classified employment types<\/strong>, enter a compensation step:<\/p>\n<ol style=\"margin-left: 40px;list-style-type: lower-alpha\">\n<li>Expand the <strong>Guidelines<\/strong> box by selecting the pencil icon<\/li>\n<li style=\"list-style-type: circle\">Enter the <strong>Step<\/strong><\/li>\n<li style=\"list-style-type: circle\">The <strong>Progression Start Date<\/strong> (PSD) auto-populates with the Target Hire Date entered on the previous screen. The HCM Operations Team will verify the PSD during the Hire business process and correct it if needed.<\/li>\n<li style=\"list-style-type: circle\">If the position is nonpermanent or temporary (with the exception of Intermittent positions), Expand the <strong>Salary<\/strong> box <u>by selecting<\/u> the pencil icon. Then select <strong>Additional Details<\/strong> to enter the position end date in the <strong>Expected End Date<\/strong> and <strong>Actual End Date<\/strong> fields.<\/li>\n<\/ol>\n<p style=\"margin-left: 40px\"><strong>For professional staff and other represented employee types<\/strong>, enter a monthly salary or hourly pay rate:<\/p>\n<ul style=\"margin-left: 40px;list-style-type: circle\">\n<li>Expand the <strong>Salary<\/strong> box by selecting the pencil icon<\/li>\n<li>Enter an <strong>Amount<\/strong> within the range advertised on the job posting. The Total Base Pay Range you will see in the salary box is the UW job profile range, not the posted range.<\/li>\n<li>If the position is nonpermanent or temporary, select <strong>Additional Details<\/strong> then enter the position end date in the <strong>Expected End Date<\/strong> and <strong>Actual End Date<\/strong> fields.<\/li>\n<\/ul>\n<div style=\"margin-left: 40px\">\n<p><strong>For all employee types, enter notes in the business process comments field<\/strong>. <span style=\"color: #e50000\">Your offer comment must document that you received departmental approval(s) for the offer amount.<\/span> Your ROP will send back the offer if departmental approvals are not documented as follows:<\/p>\n<p><em>Offer amount\/range of ______ approved by ________ on MM\/DD\/YY.<\/em><\/p>\n<\/div>\n<p><strong>NOTE:<\/strong> If the manager anticipates renegotiating when extending the offer, you may enter the maximum amount the department would like to offer in the <u>Propose<\/u> Job Offer comments. The amount entered in the compensation screen fields must be the <em>minimum<\/em> (starting) offer.<\/p>\n<p>Select <strong>Submit<\/strong> when finished, which will automatically initiate the Sexual Misconduct Disclosure process for external candidates.<\/p>\n<p><span data-olk-copy-source=\"MessageBody\">If you receive an alert saying the job code does not match the job code&#8217;s FLSA status, contact your Recruiting Partner immediately <\/span>to avoid delays or send backs when the finalist is moved to hire.<\/p>\n<h5>STEP 4: UWHR Approvals<\/h5>\n<p><strong>For internal applicants:<\/strong> Recruiting Office Partners review offers no later than the end of the business day after they are submitted.<\/p>\n<p><strong>For external applicants<\/strong>, Recruiting Office Partners must confirm the SMD is complete and clear before approving the offer.<\/p>\n<p><strong>Compensation Office Partner approval<\/strong> is required only for professional staff positions Grade 11 and higher and for offer amounts that are outside the pay range advertised on the job posting.<\/p>\n<h5>STEP 5: Complete Hiring Requirement To-Dos<\/h5>\n<p>The following to dos will route to the Hiring Manager and all Hiring Manager Delegates assigned to the requisition. Department policy will designate who completes them.<\/p>\n<ul>\n<li><strong>Complete To Do: Review Union Contract Requirements (contract classified positions only).<\/strong><\/li>\n<li><strong>Complete To Do: Check References<\/strong><\/li>\n<\/ul>\n<h5>STEP 6: Extend Verbal Offer<\/h5>\n<p>After completing the to-dos in the previous task, you will receive the <strong>\u201cComplete To Do: Extend Verbal Offer\u201d<\/strong> activity. This to-do provides instructional text only. After you submit the to-do, you will have the option to initiate the \u201cOffer Decision\u201d, which you will do AFTER communicating with the candidate outside of Workday.<\/p>\n<h5>STEP 7: Enter the Offer Decision<\/h5>\n<p><strong>To submit a renegotiated offer<\/strong> for approval or to update the starting pay rate to an amount in a previously approved range, initiate the Revise Offer Amount sub-process (see Step 8).<\/p>\n<p><strong>If the candidate declines the opportunity<\/strong>, use the appropriate decline candidate code to disposition them.<\/p>\n<p><strong>If the candidate accepts the offer amount,<\/strong> use the \u201cMove Forward\u201d button on the candidate\u2019s job application to move them to \u201cConfirm Verbal Offer\u201d.<\/p>\n<ul>\n<li>The screenname will display \u201cRenegotiate Offer For [Candidate Name]\u201d, even though the offer amount isn\u2019t changing. The title is a non-editable Workday default.<\/li>\n<li>You will review the data entered in Step 2 above and can update the start date.<\/li>\n<li>Workday will also display the Propose Compensation screen which will auto-populate with the Initial Offer amount approved by your ROP.
