Recaps are published online on the <a href=\"https:\/\/v1cypwr8vx2.c.updraftclone.com\/labor\/unions\/seiu-1199\/negotiation-updates\">UW Labor Relations website<\/a>.<\/p>\n<p><strong>Discussion Regarding Standardizing Language Amongst Union Contracts<\/strong><\/p>\n<p>UW had previously proposed updates to the legal protections outlined in the contract; for example non-discrimination, FMLA, and Military Leave.\u00a0 The union expressed displeasure with the format in which the language changes were presented, and requested that a subcommittee work concurrently during bargaining to review the language standardization pieces to aid in clarification.<\/p>\n<p>UW agreed to form a subcommittee, and the team discussed language changes to provisions related to the following:<\/p>\n<ul>\n<li>FMLA and parental Leave<\/li>\n<li>Military leave<\/li>\n<li>Civil\/jury duty leave and bereavement leave<\/li>\n<li>Reasonable accommodation of employees with disabilities<\/li>\n<li>Miscellaneous leave (including leave without pay, educational leave, etc.)<\/li>\n<\/ul>\n<p>The subcommittee will likely meet again during the next bargaining session to discuss these and\/or other agreed upon provisions.<\/p>\n<p><strong>SEIU 1199 Proposals<\/strong><\/p>\n<p><strong>Nondiscrimination<\/strong> \u2013 SEIU 1199 maintained their proposal for the development of training intended to increase skill and awareness on hidden bias and cultural competency, and separately maintained their proposal for joint committee work where bias concerns could be heard.<\/p>\n<p><strong>Hours of Work <\/strong>\u2013 In response to UW\u2019s proposal, SEIU 1199 agreed that pay paid at time and a half is considered overtime and there would be no pyramiding or duplication of overtime or premium pay paid at this rate, in conjunction with current practice.<\/p>\n<p><strong>Resignation<\/strong> \u2013 In response to UW\u2019s proposal, SEIU 1199 agreed to move resignation protocols to a new and separate provision.\u00a0 SEIU 1199 proposed language to extend the length of time before an employee may be deemed as resigned after failing to report for work.<\/p>\n<p><strong>UW Proposals<\/strong><\/p>\n<p><strong>Implementation Cost<\/strong> \u2013 The UW provided a summary of implementation costs for the union\u2019s monetary proposals.\u00a0 The union\u2019s proposals would cost approximately $56.4 million over the 2017-2019 contract.<\/p>\n<p><strong>Overtime<\/strong> \u2013 In response to the union\u2019s concerns, UW withdrew proposed language to modify the existing definition of overtime and included a placeholder for a discussion around ways to reduce overtime.<\/p>\n<p><strong>Equity, Diversity, and Inclusion<\/strong> \u2013 In response to SEIU 1199\u2019s proposal for a joint project regarding diversity, UW proposed a MOU that would permit the union to designate one member per year to be on the existing Equity, Diversity, and Inclusion Committee.<\/p>\n<p><strong>Health Insurance and Pension<\/strong> \u2013 In response to SEIU 1199\u2019S proposal, UW proposed to update the duration of the terms along with the elements determined in accordance with RCW 41.80.010(7).<\/p>\n<p><strong>Tentative Agreements <\/strong><\/p>\n<p>The parties signed tentative agreements to close the following provisions:<\/p>\n<ul>\n<li>Preamble<\/li>\n<li>Article 1 \u2013 Purpose<\/li>\n<li>Article 3 \u2013 Affirmative Action<\/li>\n<li>Article 10 \u2013 Scholarship Fund \u2013 RNs<\/li>\n<li>Article 11 \u2013 Tuition Exemption Program<\/li>\n<li>Article 18 \u2013 Employee Facilities<\/li>\n<li>Article 22 \u2013 Seniority, Layoff, Rehire<\/li>\n<li>Article 23 \u2013 Job Posting &amp; Transfer<\/li>\n<li>Article 24 \u2013 Worker\u2019s Compensation Leave<\/li>\n<li>Article 25 \u2013 Management Rights and Responsibilities<\/li>\n<li>Article 26 \u2013 Performance of Duty<\/li>\n<li>Article 27 \u2013 Grievance Procedure<\/li>\n<li>Article 30 \u2013 New Employee Orientation<\/li>\n<li>Article 32 \u2013 Subordination of Agreement and Saving Clause<\/li>\n<li>Article 33 \u2013 Complete Agreement<\/li>\n<li>Article 35 \u2013 Drug and Alcohol Free Workplace<\/li>\n<li>Appendix XI \u2013 Layoff Units<\/li>\n<\/ul>\n<p>The parties reached verbal tentative agreement to extend the memoranda of understanding regarding medical errors and commitment to staff consistent with approved plans.\u00a0 Executed agreements are forthcoming.<\/p>\n<p><strong>Next Steps <\/strong><\/p>\n<p>The next UW-SEIU 1199 bargaining session is scheduled for May 9.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Background This recap details the 4th session for the renewal of the collective bargaining agreement between the UW and SEIU 1199.
