The mediator was unable to attend this session.<\/p>\n<h4>Synopsis<\/h4>\n<p>UW raised its proposed stipend increase for the contract&#8217;s third year to 3 percent, and expanded its proposed home call stipend to apply to all Residents. UW also applied a cost of living adjustment to UWHA&#8217;s recent economic analysis, demonstrating that UW&#8217;s proposed stipends are competitive nationally, even when programs&#8217; housing supplements are factored in. The union reported its belief that many residents are unhappy with UW&#8217;s current proposal.<\/p>\n<h4>Cost of Living Analysis<\/h4>\n<p>UW responded to UWHA&#8217;s compensation analysis by adjusting for cost of living. In an <a href=\"https:\/\/v1cypwr8vx2.c.updraftclone.com\/labor\/wp-content\/uploads\/sites\/8\/2016\/07\/20160523_UWHACaluclationsAdjustedForCOL.pdf\">&#8220;apples -to-apples&#8221; comparison<\/a>, UW&#8217;s proposed stipend rates exceed the mean and the median of numerous competitive programs both nationally and on the West Coast.<\/p>\n<h4>UW Proposals<\/h4>\n<p><strong>Stipend Increases<\/strong> &ndash; UW proposed stipend increases as follows:<\/p>\n<ul>\n<li>\n<p><strong>First Year (effective after ratification):<\/strong> Recalibration of the stipend schedule with a 3 percent across-the-board increase.<\/p>\n<\/li>\n<li>\n<p><strong>Second Year:<\/strong> 2.5 percent across-the-board increase.<\/p>\n<\/li>\n<li>\n<p><strong>Third Year:<\/strong> 3 percent across-the-board increase.<\/p>\n<\/li>\n<\/ul>\n<p><strong>Home Call Stipend<\/strong> &ndash; UW expanded its proposed $750 annual lump sum payment to apply to all Residents.
