Package highlights are outlined below.<\/strong><\/p>\n<ul>\n<li><strong>Article 1 <\/strong><strong>\u2013 Preamble and Purpose \u2013 <\/strong>As part of this package proposal, the Union would accept the Employer\u2019s initial proposal for this Article as presented during the January 6 bargaining session.<\/li>\n<li><strong>Article 5 \u2013 Grievance <\/strong><strong>\u2013 <\/strong>As part of this package proposal, the Union proposed to retain the current contract language in this Article.<\/li>\n<li><strong>Article 6 \u2013 Employee Rights<\/strong> <strong>\u2013 <\/strong>As part of this package proposal, the Union would accept the Employer\u2019s initial proposal for this Article as presented during the December 16 bargaining session.<\/li>\n<li><strong>Article 9 \u2013 Probation for Professional Libraries and Press Employees \u2013 <\/strong>As part of this package proposal, the Union would accept the Employer\u2019s counter proposal for this Article as presented during the January 23 bargaining session.<\/li>\n<li><strong>Article 14 \u2013 Appointments \u2013 <\/strong>As part of this package proposal, the Union would accept the Employer\u2019s counter proposal for this Article as presented during the January 23 bargaining session.<\/li>\n<li><strong>Article 47 \u2013 Resignation Abandonment and Re-Employment<\/strong> <strong>\u2013 <\/strong>The Union proposed reducing the period from thirty (30) consecutive days to ten (10) consecutive days, after which an employee who fails to report to work or notify the employer of their absence would be deemed to have resigned.<\/li>\n<li><strong>Article 50 \u2013 Union Activities \u2013 <\/strong>As part of this package proposal, the Union would accept the Employer\u2019s counter proposal for this Article as presented during the January 23 bargaining session.<\/li>\n<\/ul>\n<p><strong>The Union presented a package proposal\u00a0in which all provisions would need to be accepted in their entirety. Package highlights are outlined below.<\/strong><\/p>\n<ul>\n<li><strong>Article 49 \u2013 Contracting \u2013 <\/strong>As part of this package proposal, the Union proposed to retain the current contract language in this Article.<\/li>\n<li><strong>NEW Side Letter \u2013 Artificial Intelligence \u2013<\/strong>The Union proposed a new article that would require the Employer and the Union to reopen the contract to bargain over technology use, including AI, in the event of a change in RCW 41.56.401.<\/li>\n<\/ul>\n<h4><strong>Employer Counter Proposals<\/strong><\/h4>\n<p><strong>The Employer presented a package proposal\u00a0in which all provisions would need to be accepted in their entirety. Package highlights are outlined below.<\/strong><\/p>\n<ul>\n<li><strong>Article 2 \u2013 Non-Discrimination \u2013<\/strong>The Employer accepted most of the Union\u2019s previous counterproposal and proposed to relocate Union proposed language referencing \u201cmilitary status\u201d to another section of the article.<\/li>\n<li><strong>Article 3 \u2013<\/strong> <strong>Workplace Behavior<\/strong> \u2013 As part of this package proposal, the Employer reasserted their prior counter proposal for this Article as presented during the January 23 bargaining session.<\/li>\n<li><strong>Article 4 \u2013 Affirmative Action<\/strong> \u2013 As part of this package proposal, the Employer reasserted their initial proposal for this Article as presented during the December 16 bargaining session.<\/li>\n<li><strong>Article 7 <\/strong>\u2013 <strong>Employee Facilities<\/strong> \u2013 As part of this package proposal, the Employer reasserted their prior counter proposal for this Article as presented during the January 6 bargaining session.<\/li>\n<li><strong>Article 12 <\/strong>\u2013 <strong>Professional Development<\/strong> \u2013 As part of this package proposal, the Employer reasserted prior counter proposal for this Article as presented during the January 23 bargaining session.<\/li>\n<li><strong>Article 13 \u2013 Hiring \u2013 <\/strong>As part of this package proposal, the Employer reasserted their previous counterproposal for this Article as presented during the December 16 bargaining session.<\/li>\n<li><strong>Article 20 \u2013 Telework \u2013<\/strong>The Employer accepted the Union\u2019s proposed language recognizing telework as a workplace option. The Employer reasserted that regular telework must be governed by an agreement specifying the terms of the arrangement. In response to the Union\u2019s proposal to allow employees to propose new or revised teleworking agreements when they believe new processes would allow for remote work, the Employer counter proposed new language that would allow for telework agreements to be reviewed and updated as needs change.<\/li>\n<li><strong>Article 35 \u2013 Reasonable Accommodation of Employees with Disabilities \u2013<\/strong> The Employer reasserted their previous counterproposal for this Article as presented during the January 23 bargaining session.<\/li>\n<li><strong>Article 39 \u2013 Health and Safety \u2013 <\/strong>As part of this package proposal, the Union would accept the Employer\u2019s prior counter proposal for this Article as presented during the January 23 bargaining session.<\/li>\n<li><strong>Article 41 \u2013 Transportation, Travel and Commute Reduction \u2013 <\/strong>The Employer reasserted their previous counterproposal for this Article as presented during the January 6 bargaining session.<\/li>\n<li><strong>Article 54 \u2013 Tuition Exemption Program \u2013 <\/strong>The Employer proposed to retain the current contract language in this Article.<\/li>\n<li><strong>Article 61 \u2013 Intellectual Freedom \u2013 <\/strong>The Employer proposed to retain the current contract language in this Article.<\/li>\n<\/ul>\n<p><strong>The Employer presented a package proposal\u00a0in which all provisions would need to be accepted in their entirety. Package highlights are outlined below.<\/strong><\/p>\n<ul>\n<li><strong>Article 15 \u2013 Promotion and Transfer of Professional Libraries and Press Employees \u2013 <\/strong>In response to the Union, the Employer proposed a modification to the Union\u2019s proposed language to clarify that a classification is also referred to as a job profile.<\/li>\n<li><strong>Article 16 \u2013 Classification and Reclassification Professional Libraries and Press Employees \u2013<\/strong>The Employer rejected the Union\u2019s proposed language that included definitions for allocation, relocation and employee\u2019s representative. The Employer accepted the Union\u2019s proposed language throughout the article to include that an employee may also request to have their position be reviewed. Additionally, the Employer accepted Union proposed inclusion of a website link containing more information about the position review process for represented civil service exempt staff.<\/li>\n<\/ul>\n<p><strong>The Employer presented a package proposal\u00a0in which all provisions would need to be accepted in their entirety. Package highlights are outlined below.<\/strong><\/p>\n<ul>\n<li><strong>Article 23 \u2013 Holidays \u2013 <\/strong>As part of this package proposal, the Employer proposed to maintain current contract language in this Article.<\/li>\n<li><strong>Article 24 \u2013 Vacation Time Off \u2013<\/strong> The Employer reasserted their previous counter proposal for this Article as presented during the November 13, 2025 bargaining session.<\/li>\n<li><strong>Article 25 \u2013 Sick Time Off \u2013 <\/strong>The Employer reasserted their previous counterproposal for this Article as presented during the November 13, 2025 bargaining session.<\/li>\n<li><strong>Article 27 \u2013 Federal Family Medical Leave Act \u2013 <\/strong>As part of this package proposal, the Union would agree to the Employer\u2019s initial proposal for this Article as presented during the November 13 bargaining session.<\/li>\n<li><strong>Article 28 \u2013 Parental Leave \u2013<\/strong>The Employer accepted the Union\u2019s proposed strike-through of language related to the University recognizing the value of parental leave, employees\u2019 ability to request schedule or FTE changes, and the Union\u2019s right to bargain the impacts of any changes to the University\u2019s parental leave policy as a mandatory subject of bargaining. Additionally, the Employer proposed new language stating that the Employer will not require the use of paid time off if doing so would result in the employee having fewer than forty (40) hours of accrued sick leave upon returning to work.<\/li>\n<li><strong>Article 29 \u2013 Shared Leave \u2013<\/strong> The Employer reasserted their previous counterproposal for this Article as presented during the November 13, 2025 bargaining session.<\/li>\n<li><strong>Article 31 \u2013 Civil Duty Time Off and Bereavement Time Off \u2013<\/strong> The Employer reasserted their previous counterproposal for this Article as presented during the November 13, 2025 bargaining session.<\/li>\n<li><strong>Article 32 \u2013 Leave Related to Domestic Violence Sexual Assault and Stalking \u2013<\/strong> The Employer reasserted their previous counterproposal for this Article as presented during the November 13, 2025 bargaining session.<\/li>\n<li><strong>Article 36 \u2013 Miscellaneous Leave \u2013 <\/strong>The Employer reasserted their previous counterproposal for this Article as presented during the January 16 bargaining session.<\/li>\n<li><strong>Article 38 \u2013 Time Off Due to Family Care Emergencies \u2013 <\/strong>As part of this package proposal, the Employer proposed to retain the current contract language in this Article.<\/li>\n<li><strong>Article 42 \u2013 Paid Professional Leave \u2013 <\/strong>The Employer reasserted their previous counterproposal for this Article as presented during the January 16 bargaining session.<\/li>\n<li><strong>MOU \u2013 Time Grant \u2013 <\/strong>As part of this package proposal, the Union would agree to the Employer\u2019s initial proposal for this MOU as presented during the December 19 bargaining session.<\/li>\n<\/ul>\n<h4><strong>Next Steps <\/strong><\/h4>\n<p>The next SEIU 925-Libraries and UW bargaining session is scheduled for Tuesday, February 17 and will be held virtually.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>This recap details the tenth session for the renewal of the collective bargaining agreement (CBA) between the University of Washington and SEIU 925 \u2013 Libraries.
